Driving too slowly in Virginia is a traffic infraction and is punished with a fine and DMV demerit points. The driver can pre-pay the fine without having to come to court. However, pre-paying the fine is an admission of guilt and will result in a conviction for a traffic infraction on the offender’s Virginia driving record for 5 years.
